Well some people are passive because they have a set way of thinking for instance, 'Well even if I try, everything will probably just turn out the same anyhow' or it could be stress related, consider being a student with a pile of homework and only a set time limit before school starts to finish, in my case I'd end up more than frustrated and jot down what I believe to be correct without bothering to second guess and once my grade comes in the next day I'd think "ah well, at least I got a grade". Sorry for the crummy explanation.

Why?
*lack of confidence
*didn't realize they have the rights to........
*to shy (scare) to ask
*thinks that it wouldn't work
*held back by past experience (unpleasant experience)
I am ok with passive people, i will try to give encouragement without being pushy.
But I am not ok, if people were passive and they suppress all their feelings and dissatisfication, then 'BLOW' it on others.

some people may seem passive, but sometimes they're really aren't. they just want to be passive because they have enough to mind than they seem they do.

That's like asking "how do people get there individual personalitys" passivness is a personality trait and it's complicated how we develope personalities

Could be that they just don't want to bother with the little stuff and they are content. They sit quietly and watch others and learn from them.
