I want to sutdy Spanish with private tutor in Naples, FL area; how can I find a person with low hourly rate?

There is one language institute in Naples chrage 50 dollars an hour for private Spanish class; that's ridiculous high.

I want to find a conversational partner who can help me on Spanish.

It can't possibly be that hard to find a spanish-speaking person in Florida. Next time you see them on the street, ask if you can speak to them in Spanish for a while. Or, even better, make a Spanish speaking friend.
