they say asslamwalecum to two kind of powers located on either side. one is bad and one is good. i feel that this is to remind that bad or good both are with us all the time. why on shoulders ? may be thats one place where the head is in the middle and it is left to the individual to decide if to go with the good or the bad.

We are saying "peace unto you" to the Angels Raqeeb and 'Ateed ( the angels that record the good and bad deeds.) They are good angels,neither is bad as you claimed .These two Angels remain with the person as long as he lives, and when he dies they stand at his
grave till the day Judgment day. Angels do not whisper bad thoughts to us. They worship God non-stop without eating,drinking, sleeping..etc. The devil (shaitan ) does whisper bad thoughts to lead us astray.
I get what you're trying to say but, like I said Angels are pious servants of God and don't whisper bad thoughts. The mind though, is located between these to Angels (Ateed who records the bad deeds and Raqeeb who records the good deeds) So, it's nice to remember them before we take action on our thoughts whether good or bad. As it could stop us from doing bad and encourage us to do good, and prepare us for a better judgment day.

It sounds like you answered your own question. But if it's a comment to add I thought that along with their prayer, they were removing anything (jinn) that would hinder them from walking the straight and narrow path. They, or no one believing in the worship of God should sway to the left or to the right as it is commanded by God in the Old Testament.

its because muslims believe that there are two angels on both shoulders and it has nothing to do with evil/good forces or powers
simply what those angels do is they write down every thing you do one angel writes the good deeds and the other writes down the bad deeds.
