Im giving a card to my cousin whos a bride-to-be and i have no idea what to tell her. But the card is mandatory so i have to give it to her.

Since you are a girl and you sending it to a girl, you cannot say congrats, you have to say best wishes, its a silly etiquette rule. Also, write something along the lines of :

Dear Cousin (Name),

The first thing I want to say is Best Wishes! Marriage is a huge step in life, and I am glad that you are taking the leap. Marriage comes with a new beginning and I hope that this new chapter in your life is full of love, joy, and all the happiness that you deserve. And I hope your marriage grows continuously, with love, understanding, compassion,friendship, trust and honesty. I want to wish you all the joys of wedded bliss, and I hope that as you embark on this new journey you won't forget the one's that love you and will always be here for you.

It doesn't sound as if your heart is into the mandatory task. Whatever you write will therefore not be from your heart - so it doesn't matter, you won't believe what you're writing anyways. SOOOOOOOO pick an answer to your liking:
Simple - Best Wishes
Sarcastic = You make that divorce dress looks fab u lous!!!
Caring - Read another Hallmark and revise into own words.

Gifts/Cards should never be required - no matter what the occasion. They should be presented because the giver wants to bless the receiver(s). HOWEVER, remember you can never undo regret - a kind word may not be remembered but lack of one will hardly be forgotten.

you should write somethin along these lines. "I wish u both the best of everything. May god grant your every wishes." U know somethin sweet, to make her feel that her marryin day is all about her, cause brides love that, make her feel special and that u r really happy for her.

Tell her how happy you are for her and her groom. Tell her you love her & support her and wish her only the best of everything in this marriage. Tell her feelings from the heart.
