Indiana is the state. Our house is surrounded by city limits but we are the only house that is county.(weird yea I know, it's like they forgot about us) Just wondering because they may at some point annex us into the city.

It depends where you live. Every city and county is different.

You would always pay county property tax even if you are in the city limits. County is the one that keeps your property records. The rate is fixed for that. But, city could charge you separate fees (for various services they provide and various other reasons) once you are annexed. So, you will be paying more.

It is different everywhere, but typically City taxes will be higher due to serwer and water hookups, street lighting and other amenities.
