I don't think you will be able to find silver earings for mom with a matching tie clip and cufflinks for dad.
you might want to get together with some of your parents friends and neghbors and host a potluck party for them. since the people you invite bring the food the only cost to you is the punch and the anniversary cake.
you may buy them a gift certificate for dinner for two to a nice restaurant.
or you just may keep it very simple and make them dinner and a 25th anniversary cake.
before making any party or dinner plans be sure to ask them
just in case they had their own plans for spending a romantic evening alone. An anniversary isnt like christmas or a birthday
where the gift should be held as a surprise until the actual date
it is appropriate to ask your parents what they would like.

most people give the usual, the wine glasses with the 25th anniversary, the silver leaf plate. These things are nice and all, but they get put in a curio or worse in the attic. Why not get them matching jewelry? Rings or bracelets or necklaces. Something they can where and will remind them of both and your brother as well as their spouse.

For the 25th year, the traditional and modern material for this, is silver. You could go to the store called Things Remembered and find a variety of silver products that you can have personalized in many ways. You could consider, matching jewelry, dinnerware, silverware set, money clips, key chains, watches, clocks, jewelry boxes, etc. etc. Think about something your parents share interest in.

Don't do the "silver plate" crap. I have been to MANY a garage sales where ihave seen these items on the tables. Instead, get them a gift certificate to a local restaurant they like.

definitely something in silver. how about a door-knocker with your family name engraved on it. the subtle underlying meaning would be that you have been the 'XYZ' family for 'silver' years i.e. 25 yrs

Why not tell them that you are paying to have a family portrait taken to commemorate the date? I know I would love it if my daughter did something like that.
