It depends, I'd say make a partial first move and let him take the hint and go from there. I like when girls "hit" on me and are upfront and forthcoming. But ultimately, It gives me the creeps (sometimes) I feel like I'm being stalked... Even if you make the first move, if he's not interested things won't work out. But depending on the situation; by you making the first move, you may be taken for "easy" and being that you moved first, it would be understandable. Think first!!!

So many times people miss out on being with each other because one is afraid to make the first move.
Then, years later they discover that they had something between
each other.
Don't let society or fear keep you from joy.
Take a chance.
If he wants you, you're in.
If he doesn't, then at least you know to concentrate your efforts elsewhere.
