There is a lot of construction going on in Downtown Brooklyn, and besides it is difficult to park down there, with NYC parking regulations, you'll end up having to park in a garage. The best bet (though probably most expensive) is to park in the garage of the Marriott Hotel. It is on Cadman Plaza which runs right into the walkway for the Brooklyn Bridge.
I am not sure if there are walking tours, but if you want to walk around Brooklyn, there is Brooklyn Heights and the Promenade that looks towards the Manhattan. The New York Transit Museum is on Schermerhorn Street, and plenty of restaurants on Montague Street (which leads to the Promenade). There is Ft. Greene, a growing trendy neighborhood with good restaurants as well.
There is DUMBO (Down Under the Manhattan Bridge Overpass) which has a park along the river between the two bridges. The area also has restaurants and interesting architecture. On the Manhattan side, well, there is all of Manhattan.

I don't know about parking, but walking across the brooklyn bridge is awesome! You'll have no problems with the stroller, though stay to the side of the walkway so that bikers can pass. I prefer the walk from brooklyn into manhattan because you can see the whole east side.
Once in Brooklyn, there is a great ice cream place by the pier, and grimaldi's pizza is one of the best on the planet. Both of these are close by to the bridge.

You can take the double decker bus from Manhattan.
If you are going by car, park in Manhattan parking lot. then Subway to 'Borough Hall', and then 4-5 blocks on Montague street to the Promenade, you get an excellent view of the Brooklyn bridge and lower Manhattan. There are restaurants and shops.

Forget about parking anywhere near in Manhattan on weekdays. However, if you get there early on Saturday or Sunday morning you shoudl be able to find street parking on the the streets near City Hall Park west of Broadway -- Murray Street for one. This is because the street that are no parking monday friday you can park on on weekends, but make sure you check the signs and make sure you don't park by a meter.

Just go to one of those parking lots and pay for like parking for day and walk across..who the hell pays to walk across the bridge... tours charge and whats to tour its a bridge...when you get off the bridge walk up to the little park and just walk..

thats tough, try on the bklyn side look for a spot on the street or be prepared to pay big dollars at a parking lot/ garage... but if you are from out of state ...its worth it . from there[ wherever you park] take the subway or taxi around... empire state blding batery park, staten island ferry at sunset. new yorkers are very helpfull and will be glad to tell you where to go...LOL... just kiding they will most definately tell you where to go... lol... seriously they will be helpfull... if you can find one that speaks english...
