It depends. If it's a family member and she is VERY mature, sure. I don't think she should do it for strangers. Just make sure she has emergency contact info and knows what to do during most situations.

depends on the age of the baby, the length of time and the location of the nearest help.
the 11 year old should be given a practice day and night to see how well they really handle the baby
say a Saturday to care for the baby even though mom is home.
on that day mom and dad do nothing for baby as baby will be the 11 year old's responsibility.
the baby should at least be a toddler and able to say a few words.
the real time sitting should last no more than two hours.
the 11 year old should have your cell phone number and you should call in at least every half hour.
and this is important there should be an trusted adult nearby like a next door neighbor that knows that the 11 year old is there sitting the toddler and that the 11 year old can go to in an emergency. This is because it has happened that people leave the kids home while they go shopping and have an accident and no one knows the kids are alone until one or two days later, on other occasions something like a flash flood closes the road and the parent can not get back for hours.)

Only if the parent's of this 11 year old think she is mature enough and the parents of the children she is babysitting know how old she and agree she is mature enough to babysit their children.
Or, are you asking about laws in Massachusetts regarding babysitting?
Do you live in Mass, or do you want to run away to that state to babysit?

In most states, I think kids have to be 12 to take the babysitter safety courses. I'm able to leave my 11 year old son home alone for a couple of hours and can leave his 5 year old brother with him for short periods of time (I'm not comfortable with any more than an hour). But, because of her personality I can't leave my 7 year old daughter home with him. She's too mischievous. And I only leave my 2 year old with him when she's sleeping and only if I'm staying in the neighborhood. My son is extremely responsible and mature but he's too young to have such adult responsibility.

Find out what the state/local laws are. If you leave a child to babysit who is too young and child protective services finds out all the kids can be removed from the home.

I don't care how mature an 11 year old is....he/she is still immature! Now...maybe you can leave an 11 yo home alone for short time periods, but not to care for a younger child alone.
