Since the degree is an honorary one, and, it wasn't earned the "hard" way, the answer is no. The honorary degrees are given at special ceremonies like graduations -- usually to the guest speaker. This is done for "show."

It would probably be an insult to someone who worked very hard to earn his/her PhD to have someone use this title without having earned it through study.

purely in a joking or self-deprecating way, in lots of situations. even though there are some situations whilst a man or woman has accrued an equivalent volume of expertise or learn in a close-by and has been granted an honorary doctorate for that reason--if so, it rather is in all probability appropriate.
