Is he talking to annoy you or does he really want/need your attention. Have you ever asked him why he talks to you at those times. If he is just doing it to be annoying then gagging, and hanging him up by his toes will do wonders. Other wise set a side some time to let him talk about whatever it is, that way you can have tv time and sleep time in peace.

how old is he? depending on age. if hes bothering you.. then hes not getting enough attention from you. does he play video games? or like a game you have? let him play it.. it'll keep him from bothering you. Also talk to your parents about it.. or just leave the room.

if he's hung over:
pour cold water on his face while he's asleep
if he's not:
get a boombox and play hard rock on max volume in his ear
