If it is true, how can church enforce this rule?

Yes it's true. They don't really enforce it. If you don't want to pay, you don't have to. Although, it is a requirement if you want a temple recommend.

The principle of tithing, or voluntarily giving one tenth of one’s income to God’s work, has been known since Old Testament times. Abraham paid tithes to Melchizedek (Genesis 14:17–20).
The law of tithing is how the Lord funds His Church. Today all faithful members of The Church of Jesus Christ of Latter-day Saints contribute one tenth of their income as tithing. Tithing funds are used for:

Constructing temples, chapels, and other buildings.
Providing operating funds for the Church.
Funding the missionary program.
Preparing materials used in Church classes and organizations.
Temple work, family history, and many other important Church functions.
Education.
When the Lord reminded His people of this law through the prophet Malachi in the Old Testament, He promised to bless those who were willing to pay an honest tithe (Malachi 3:10).

Yes, we has Mormons and most other Christians do pay tithing to our churches Malachi 3:10. It is 10% and it is voluntary. If you do not pay tithing you are not banned from church activities and you are not denied membership or anything like that. Tithing is what most people pay to their churches to run the church. It pays for the church buildings, utilities, maintenance and other church buildings such as Temples. We do have a settlement every year for 2 reasons to let people know how much they paid for tax reasons and also because it helps people who want to follow Malachi to know how they did. That's it, no big deal, we are not a cult any more than most Christian religions are we just don't believe exactly like most of them do.

I am Mormon, and no that is not true. Of course, it is a Christian religion so if you go to the church you pay tidings which is like 10-25 cents or something.
If you choose, however, the church does operate some things like, canneries and you can donate your time, but that is optional.

Um actually mormons are not the same as christians. And they are not the religoin that pays 10% its some other religion i dont remember. Um actually for every check they get they pay 10% of that. Let me tell you that usually it doesnt go for the benefits of the church but the minister or priest keeps it. Thats what I heard!

First look in the Bilble and geee! who called for 10% of your posessions.
yes it is called tithing,you get little envelopes and what ever you can afford goes in the envelope,passed to the bishop,not one person in the church from top to bottom is paid.
if your like me disabled and sick,the envelopes stay home,i'm not banned from anything,the bishop only followed me out last week to see how i was doing,not to choke me because of my lack of tithing.
if I could I would,ask G.W.B about that.
It beats throwing a five in the basket,or watching a nice new house built for a catholic priest on your old baseball field.
If you have it,you'll want to give,besides the blessings it brings,it nice to see all the things the church as for families,young adults,children to do(for nothing).
one time I saw on this site a person who noticed the rings some elders wear,well you can buy them too,they are inscribed with sayings you like for yourself,they don't mean you belong to a cult!

Yes it is true, to actually be a member of the church. Most christian denominations require this kind of stipend called a tithing. It's concidered your dues to be a "member" as well as helping to fund the church itself.

Mormons make loans and help each other start businesses. in return the lender gets his money back and part of the business. but there offerings from their income toward their religion is no different than most supposed christian religions which expect 10%

YES, Mormonism is a cult, not a following of CHRIST, they do it through mind control convincing people that the word they received is true many years ago, they are some good people shallow minded and missed lead from the leaders.
