Cause they stingy. I remember I bought some Chinese food and I dropped my fork and they charged me a nickel for another one. There are even some Chinese restaurants that won't accept more than five pennies at a time. What is that? Money is money.

Because so many people waste stuff that they don't really need, and the restaurant has to pay for those products, so they don't like seeing them go in the trash (or squeezed out into the ashtray with the salt tipped in and a couple of straws). It's just the same as a lot of restaurants (like Subway) that give you 3 or 4 napkins with your meal and don't leave a napkin dispenser out for you to help yourself.
You see this a lot more commonly in the inexpensive carry-out type restaurants (and not just the Chinese ones) and the mom-and-pop-shops. They've got a much smaller profit margin than chains and more expensive restaurants so they have to carefully moderate portions and servings. I know of a pizza place that has those little packets of parmesan cheese, not the shakers but little pre-packaged pouches; they only give you 2 with your order.
