It should be dry!!! I don't know why anyone says to color it wet, it is NEVER done that way in a salon!
For best results, you should wash your hair really good before coloring to remove any product buildup. Use a clarifying shampoo. Do NOT use this after coloring, however!
Then wait a couple of days before coloring. Don't use products. The natural oils in your hair will both protect hair and help the color "stick." Products will coat the hairshaft and make it harder for the color to penetrate.

I always add a dampening of water before i rinse my hair with a colour. Immediate chemicals....depending upon what you are using can damage or further damage the shafts of the hair....I have also gone to salons wherein they begin with a total washing first. I have learned that to apply the colour for whatever required amount of time there is, I add a bit of shampoo there....it apparently takes the residue out...does NOT take away from the colour and it is of the utmost importance to add the conditioner supplied with the kit. I add Pantene as well......not completely allow it to dry, before ,lets say half dry here...so that the conditioner(s) have been able to as well as the colour sets in.
Then dry and style as usual...it will come out every single time...not overly conditioned or overly coloured. Works for me every single time....this goes for level two and three as well.

You're hair is supposed to be wet/damp when you color/dye it......that's the only time you can do it.....it can't be dry or it wouldn't stay in.
