its just one of lifes little mysteries...
actually, no its a marketing technique.
you buy a package of Ten Hot Dogs, you get a package of 8 hot dog buns, you realize OMG i need 2 more HOT DOG BUNS
so you search the store, until u give up, and end up paying for 18 hotdog buns, and ten hotdogs... lather, rinse, repeat!

Boils down to: Bakers don't like tens, in part due to the awkward packaging (two rows of five tends to get broken up in shipping and handling).
Wonder Bread does sell packages of ten however.

Its because meat gets sold in pounds. One package of hot dogs is one pound. Bakers don't package in pounds.
