I understand it is a typo and should be "he cannot lift."
Similar to the omnipresent, omniscient and omnipotent god, physicist of the 18th century,believed that something called aether was everywhere and light needed that medium to go through vacuum. Then whenever objections arose they made up magical properties for it.
It had to be a fluid, but extremely rigid. It had to be massless and without viscosity. It had to be completely transparent, and incompressible. In the 20th century, they finally let go of the idea.

Imaginary creatures generally don't do that.
But assuming He does exist, I would say the answer is yes. If he is omnipotent, he wouldn't be able to make the boulder because then he wouldn't be omnipotent. It would be like being able to live forever or invincible, but still being able to die. It just doesn't work like that. Now if he's omnipotent and can't be able to make the boulder, he's not very omnipotent, now is he?
Therefore, since omnipotence is a logical impossibility, we have to ask ourselves if he could create something outside his own powers. I would say yes, because we can put together things that weigh more than we can lift or control.

It is true God can do anything consistent with his nature. But its wrong to think God can do everything. For example, God cant lie, He also cant cease to exist. Can God make a two sided square? No, Of course not. Because it defies logic. God can do everything logically possible. I hope that answered your question.
