Linux is free, both to download and distribute, all the main distributions can be downloaded for no charge, although there is no support for these free downloads. I can't think of any linux distro you have to pay for.
If you pay for any linux disro what you pay for is usually support, in some form or another, this can include manuals or phone support also you may pay for linux CDs. If you go to the Ubuntu site http://www.ubuntu.com/ they will post you a CD free of charge.

By the way the only reason anyone would want to learn how to use Linux, is that it is better than Windows.

Linux is completely free. But the kernel alone is useless, particularly for newbies. You need a "distribution", a version of Linux somebody has put together. Most of these are free too, but there are some specialised ones that cost money.

If you are new to Linux, I always suggest trying a Linux Live CD. You can run linux of the CD at startup without havign to install anything on your haddrive. Slax is probbaly the best, and it is free:

There are both free and non-free versions.

Non-free versions generally include a richer built in media experience, and more direct support.. (since the win32 codecs are not free they cannot be included 'legally' in free distributions - don't confuse that with not possible however). A good example of non-free is Red Hat LinuxI think you can pick redhat up for about 50-60 us dollars. A good example of a free distro is Ubuntu linux.

See http://distrowatch.com/ and http://www.linux.org/ for more expansive details and listings on various distributions and their focuses.
