mine is. just ask the manufacturer what the current draw is. you may need a dedicated outlet for it if it requires 13+ amps on a 15 amp breaker, or 18+ on a 20 amp breaker. it really depends what else is on the circuit though, the more stuff on it the less current you have to work with and the more likely the breaker will trip.

Yes, as long as that outdoor receptical is 115 volts also. Most outdoor recepticals are ground fault which would make your jacuzzi safe to plug into it.

Does it have a cord with a plug on it? If so, I don't see why not. Just make sure, however it's connected, that it goes through a GFI device.
