If you have Windows XP then you already have a good speech recognition system built in. Additional capabilities can be added using the e-Speaking (website below) Voice and Speech Recognition software.
The Open-Source system mentioned in an earlier answer is a good one of you have a Unix based system. In 1993 Microsoft hired the developers of the Open-Source Sphinx system (see the MSDN Reference below). Microsoft then incorporated their work into what is now known as Microsoft's Speech and Application Programming Interface.
Microsoft has a good summary on their website called: "How to install and configure speech recognition in Windows XP" (see last reference below).
The combination of Microsoft's software and e-Speaking should enable you to accomplish great things with voice recognition.

Have you tried looking for an open source voice recognition software? There's a website you can go to find all kinds of different open source programs and basically open source means that it's free, you can even examine the source code and edit it if you want without any issues by the author unlike you see with all the software you buy for your computer where the company that made it doesn't want you to mess with their code. The website I would try is www.sourceforge.net or you can search on Yahoo or some other site for open source sites that may have what you want.
The most important thing to know though is you have to know what kind of system you have so that you know the software you're getting is going to be able to run smoothly. I can't stress how important that is especially since you didn't mention that in your question. If you need help in knowing feel free to ask. I hope you can find what you're looking for.

I did not find any free voice recognition software, just some shareware with limited uses and commercially available programs.

Windows XP has a speech engine. Look in Control Panel. You need a good mike though.
