If I could turn back the hands of time so I could be your child guinea pig, you could have years of tickling to accumulate your empirical data but, alas, I doubt that I would develop a studder (But I would have a happy childhood if the tickling was playful and enjoyable!)

Yes. There's no connection between tickling and speech problems.
However, if the child doesn't enjoy being tickled, you should stop.
