It has a bad smell and it withers up and dies when the sun hits it. It seems to occur only in the gardens where we used red mulch wood chips. Any idea what this could be?

It is the fruiting body ("mushroom", of a family of fungi called the Phallacea. It is probably the fungous Phallus impudicus. Google it for pictures. You usuall y find it in the woods, not in gardens. Some fruiting bodies of members of that family have a bad smell.

It could very well be something in the root system or something that is passing because of the mulch that you are using. You might want to try changing mulch and see if that helps. If it does not then your roots are diseased and you need to get some type of a root treatment. Of course you can find it in any gardening section. I may be wrong but I believe that there are various mulches and soils that do prevent fungi and root rot.

yes, funghi of Phallaceae family, you see, phallus=dick. could be the Mutinus, they are red in color
