Some dogs can be taught where 'their' territory is and afterwards won't leave it- but that doesn't sound like your dog.

You'll need a fence or a cable. I wouldn't want your dog to be hit either! Good luck!

Then why would you take her off the leash? If you don't want to have to walk her on a leash then you need to take her to obedience classes. Petco and Petsmart offers them, or ask your vet to reccomend one. Untill you have her properly trained you are not going to be able to let her run free. Buy her a pen, or put her outside on a cable for short periods of time. That way you don't have to stand out there with her.

Get a fence, dogs are naturally curious and will go in the road if they have an opportunity. Do not let your dog run loose or it will get in the road or could run off and that is your responsibility.

keep your dog on it's leash, it's the only way to make sure no cars get your dog. Let your dog play in your backyard

Keep her on a leash!

Then teach her to sit and stay so you can get a lead on her before you let her out of her kennel.

It isn't the cars that are stupid. You have to have control of your dog. Is it not obedience trained? It lives in a pen? I'd want to run away too.

Don't let her off the leash until she has been trained properly.

Simple.
