Search Califonia DMV.
I don't think so.

Not sure if there are any laws on the books regarding this, but common sense should tell you that this is a serious safety issue. Consider a professional race car driver and the safety harness that he/she would use to keep them securely fastened within the seat. That harness has five points: 2 over the shoulder belts, 2 belts that connect around the lap, and 1 anti-submarine belt that rises up from the floor between the drivers legs. The purpose of the anti-sub belt is to keep the driver from sliding underneath the lap belt and into the foot box in the event of an extreme head on collision. The same holds true for a passenger car where the danger is even higher because there is far more room for you to travel in the event of a crash. Another point to consider is your ability to see other vehicles around you and in your mirrors while you are driving. The lower you are the more potential blind spots are created since the A, B, and C pillars are at there widest point, you have head restraints in the way, etc. In short, laws withstanding or not, it's just not a safe way to drive.

no i dont beleave so never heard of any but you need to be able to see and still have control of the vehicle. you can put CVC in to google and it will give you all the codes so you can look it up. just so you know by reclining your seat if you get into an accident the seat belt will not work as well and you will slid under the seat belt and distroy your legs you will be lucky if you keep them or ever use them again

There should be.

People seem to forget that driving a car doesn't equate to sitting in the recliner in front of the TV. It requires a bit more attention than people tend to give it.

this is california...they have a law for EVERYTHING....you know that as well as I do. I'm sure they can get you on obstruction vision or something. If you HAVE TO HAVE YOUR WINDSHIELD WIPERS ON LEGALLY WHEN YOUR LIGHTS ARE ON IN THE RAIN....do you really think there woudn't be a law for car seats?
