Thawing at room temp is only too slow. The outer edges of the beef get too warmth and stay that way for hours once you're waiting for the middle to ultimately thaw. this allows bacteria to strengthen on the hotter edges. Thawing at room temp isn't recommended often. the reason USDA does no longer favor you to refreeze meat thawed that way is because bacteria would have already all started starting to be. Freezing would not kill it.

Depends on what you did to it after you bought it.
If you put it in your fridge for a week and didn't cook it, no . . . and your best health bet would be to throw it out.
On the other hand, if you purchased it at the store and 1-3 days goes by and you haven't gotten around to cooking it, yes, freeze it.
if it has already been cooked, yes.
If it was previously frozen, thawed, and not cooked - - I wouldn't. Too much bacteria. FDA and Health Code standards generally permit freezing and thawing only one time before discarding.

Tips for freezing. Wrap the product very tightly in plastic wrap and then in aluminum foil. It will help keep the freezer burn from getting to your food.

meat continues a its original rate of decay once thawed so if you freeze a steak you bought that's 2 days old for a week you thaw a nine day old steak which by days end will be well on its way to nine days of decay .
freezing meats only slows bacterial growth .
so you need to cook the meat first to kill all present bacteria

after thawing meat use it within 4 hrs i wouldnt recommend to refreezed it again

No you should not refreeze thawed meat unless you have cooked it first.

that all depends on how you thawed it. if you used the microwave or thawed it at room temp then no. but if you thawed it in the fridge then it is safe. just don't do it more than once.

I also do it but i have been told it can cause the meat to go bad....and some meats like chicken should never be refrozen or so they say...it aint killed us yet

no it can be deadly. Best thing to do is cook it and then freeze it afterwards if you arent planning on eatting it.
