I need to file for 2002 and 2003. Can I find TAX cut or forms to complete and return tax forms? Or I should go to Tax Professionals even IRS?

I read all. Thanks. Will IRS help me as much as H&R block? IRS help line (800)said that IRS can help me for free.

NO the irs does not keep all forms in the offices. All you need to do is go to the IRS web site, and you can get the tax years needed. (www.irs.gov) We do not ever keep state forms so those you will have to find at your stae tax departmaents web site.
You will also find the instructions, and where to send them, on that web site.
If you owe back taxes you will be charged, interest and penalties. So long as you have not waited over 3 years to claim a refund you will get it. Anything over 3 years is kept by the gov't (sorry thats the law)

The IRS!
The IRS (better chance at a city office) keeps 1040 and other common forms from previous years for people in your situation. I would recommend going to an office in a larger city..
You might want to call the office you intend to visit to be sure..
Tax preparers would just have to do what you will...
They may be on the Internet for download...go to IRS.GOV web site and check them out...

In fact the more I think about it, the more the Internet sounds like your best bet (but if you need the 1040 Instructions booklets) then it might be easier just to go in person..I suppose it depends upon where you live and parking

Being a smart person don't pay some kid at H.R.Block who took a 5 day course on tax preparation..If things are really complicated go to a pro tax preparer....

The is no penalty for filing late unless you owe back taxes. If you are going to get a refund (and be sure to file state particularly if they owe you money. If you owe you may sorta forget to file state (most states don't really keep good records or penalize people who owe back taxes. I''m not advising you to beak any laws you are already are late!. But once again it depends on your state. Say you have alzshimers (I've got it and I can't spell anymore!)

You can go to any library. Or you can go to IRS.GOV. If you decide on going with a computer version program, I do recommend TaxCut by H&R Block. However do not buy it directly from them they will charge you like 40 dollars for each year. Instead go to ebay I found some really cheap TaxCut old version there. Once you get the disks install on your computer fill up the forms and print and mail. Good luck

You can get tax forms and info on filing back taxes at irs.gov. But if you need help go to a local CPA's office and he/she will file for you. Also, you need to file state tax returns unless you are in a non taxable state. The local CPA can help you there also. Best of luck.
