Get or find a small piece of burlap. Cut in rectangle. Fold in half to make square and sew the two sides together to make a little pouch. Turn inside out and stuff tightly (really stuff) with catnip (it's all natural). Sew up the final side. The burlap is sturdy enough to withstand lots of chewing on, yet it's woven loosely enough that she won't be able resist the smell of the catnip.
It's also a great way to teach a cat to "fetch", and you can make creative variations of the basic square pillow. Try attaching a string...then you can play with her.

Just make sure she has lots of stuff she can chew on. When my sister's cat was teething (he was living with me at the time) he chewed my own cats' wicker baskets! He made a mess! I actually gave him rawhide chews to chew on and it helped, though double check with your vet to make sure this is okay. I just got the little puppy-sized ones - Murphy loved them!
