I don't think so.. some of it might evaporate after hours and hours of it being open but it should pretty much be the same

It all depends, why was the beer flat? If the bottle had been opened for a period of time, yes some of the alcohol would evaporate. The amound will be dependent upon the elapsed time the container was opened.

Regardless, flat beer tastes horrible... so drink it while it is fresh.

No, but carbonated beverages make you get drunk more quickly because the extra oxygen in the bubbles allows the alcohol to be absored into your blood stream more quickly. This is why you get that happy feeling after one glass of champagne!

NO. and there is no oxygen in bubbles; the carbonation is 100% carbon dioxide.
