I have heard moth balls do the trick.. place them strategically around the flower bed (alot in one area if the cat has a favorite spot). They have sprays called kitty no or puppy no that work on areas in the house but I'm not sure if they would work outdoors. If "home remedies" dont work contact a vet and ask for advice. And talk to your neighbors about their rude cat...Good luck

Cat owners seem to think that you should accept their cats in your yard, saying that cats need to roam free. I had a neighbor with six cats that were always in my yard. The neighbor refused my request to keep her cats out of my yard. After several calls to animal control, who did nothing, I filed suit in small claims court.

It took her losing three times, and me actually having her pay garnisheed, before she decided to control her animals!

BTW- I donated the money that I won in court to the American Cancer Society.

sprinkle cayenne pepper all around in the flower bed,it wont hurt your flowers and the cats will get it on their feet and have to lick it off, they wont be coming back anytime soon.

Since cats hate the smell of oranges, I save all my orange peelings and scatter in my gardens.

Spray the border(not the plants!) with amonia. The strong smell will deter them and dogs....

Unfortunately it may also deter you, but hey, strong amonia smells that dissipate, or cat crap? your choice!
