I think that Google Pack has one called "Picasa." Also try a search for "freeware photo editing" and see what you find. I know this program, Irfanview, can edit photos to some extent. The link is below.
Also go here: http://www.freewarehome.com/ and scroll down to "Graphic Manipulation +" and there are some different options.

The best, simple software for photo-editing that you will find is IrfanView. Just go to download.com or tucows.com and search for IrfanView. Also download the plugins.
I just love Irfanview and the best part is its simplicity. You can see slideviews, zip them, email them, and You can even convert all pics to a given size. e.g. all 2MegPixels pics can be converted to 800x600 in one single shot, which makes them ready for storage and emailing..

Try this one www.upshot.com, go to tutorials and check it out. I just did am thinking of downloading this one looks like what I also want. Put in yahoo seach "photo editing" and this is the first one up. Looks good..

yes,for the best photo editing program ever,and its free go to http://picasa.google.com/ ,this is the easiest and best software for begginers to advanced,you can sharpen,auto colour and contrast and one of the best bits is the crop section,if you have a good sharp family photo but you dont want your mother in law in it you can crop the picture(zoom in on one part of the picture) and apply it for a new image
you also get free updates for this program,but if you decide to use this why not download the entire google pack which includes ..google earth,pocasa,google too;bar,adaware anti-spy and many more,try it at http://pack.google.com/
