Wish your little brother "Happy Birthday."
Then, play with him.
As a treat, take him for ice cream.
If your folks are around, you spend time with him while they go get a cake and pizza or something.
The main thing is, spend time with him -- just you and he together. Chase him around the yard a while. Take him to a park and play on the swings.
And tell him the folks who answered your question say "HAPPY BIRTHDAY!!!!"

Take him to the Zoo and if you can't do that then take him to the store and tell him he can pick out any toy he wants. Make sure it is not like 300 LOL.
