It means that an evil spirit had God's permission to torment Saul, just as the lying spirit had permission to give a false prophecy to Ahab (I Kings 22:22).

Now when it say evil spirit from God it might not mean the spirit came from God but that the spirit had permission from God the same way that the devil had to have Gods permission to test Job

God is not one dimensional. He is multifaceted. He has many characteristics in his nature. God sent an "evil" spirit to torment Saul as part of his punishment for disobedience. It was evil in that it was a "troubling" spirit, that robbed Saul of peace of mind and caused temporary madness.

Perhaps it was a translation error from hebrew. But God is the Almighty, so he can do as he pleases. All it takes is a will from him, just because a scripture says this in the bible, doesn't mean he can't do it. Just remember what God can do--anything he wants to do.

Because, as Martin Luther said: "Even the devil is God's devil." The evil devil of the Bible is the devil of God's own choosing, to use him as He wills, against whomever and whenever. YHVH, being Holy and pure is unwilling to participate directly in the sinful affairs of man, but He always has a willing agent to do His dirty work for Him. Satan is more than ready, willing and able to serve YHVH is this capacity and has untold numbers of eager, skillful and evil angels, demons, principalities, powers to assist him in his nefarious errands from YHVH. Though it will gain Satan no favor or grace from YHVH, he does gain something from his efforts: those whom he captures, he keeps. No fisherman's 'catch and release' policy here. Read the Bible, it is filled with examples of this spiritual hierarchy which YHVH freely uses to judge, conform, chasten the sons of men; both races of man, those still in Adam and those In Christ. And so it is YHVH’s will for Satan to eternally torment, those outside Christ, in the fiery furnaces of hell. As it is written: “Thy will be done, on earth, as it is in heaven.”
