I heard that many people have cats that can say mom and i love you is there a way i can teach that to my cat?

Those cats probably started to make those noises on their own, and their owners praised and treated them so they did it again. Eventually the cat learned that making a certain sound got it treats and started to do it on command.
You need to get your cat to start making any noise. When she is vocal, no matter what it sounds like, praise her and give her a treat. When she "gets it" that you will treat her if she talks, only treat for the sounds you want. Give the command "say, Mama" (or whatever you want her to say) treat her only when you hear that. It is going to take quite a while, cats really are not open to doing anything that isn't their idea.
Be patient, you never know what cats will do.
HINT: Get a treat your cat loves and use it only for training sessions.
HINT: Keep training sessions short and sweet. Not more than 5 minutes a few times a day.

Mine tried to. He has a meow that sounds just like out, and one that sounds like food, more, me, and others as well. He also loves to sit there and watch movies when I put the DVD player on. I'll tell him movie and he goes over to the shelf where I have my DVDs
