Yes. There are 2 types of diabetes. In Type 1 diabetes, the body does not produce insulin, this was previously called juvenile diabetes or juvenile-onset diabetes. I know someone with this and she was diagnosed around age 6, she doesn't like sweets, apart from ice cream.
Type 2 diabetics either don't produce enough insulin or have damaged insulin receptors. Type 2 diabetes can be brought on by being overweight (even for short term, like pregnancy). As was previously stated, overweight people tend to have an unhealthy lifestyle, be it poor nutrition, not enough exercise, or both.
In both types, psychology plays a key role. If we are used to having something, and then are told we can no longer have it, we tend to crave it and possibly get it anyway we can. Americans especially are sugar, starch, and fat addicts. Many of us grow up with food as a comfort and still reach for these foods as adults whenever we feel a little down. We are also a celebratory culture, we have food at every party, and we make plenty of reasons to have parties. It's difficult to give up these foods that make us feel good (whether they actually do make us feel better is debateable); and combined with the the reality of always wanting what we are not supposed to have, these feelings can turn into mighty powerful cravings.

Everyone craves sweets sometimes. It's all about moderation. I am a Type 1 diabetic, and while I usually eat healthy I will occasionally have a piece of chocolate, or some cake. You just have to remember to take your shots and test your blood sugar. It is different for Type 2 diabetics, especially diet controlled ones. My best friend has Type 2 and is on a strict diet. Talk to your doctor, maybe they can recommend sugar free candy or something similar. If you can't help having sweets, have a small piece.

Most people with diabetes are over weight. and a poor diet got them their. You have to change the way you live your life if you have diabetes. So if a person has been eating sweets on a regular basis, you will have some cravings. I think it is normal and a constant battle that a person has to live with. I think the answer is yes.

I think everyone craves sweets now and again. If you can't have sweets but crave them, you might want to wait 5 minutes, and see if it passes or grab some diet soda or iced tea with artificial sweetener. Tea is a wonderful drink for diabetics.

Yes, when their sugar level is low, they need to eat sugar to bring it back up, sometimes, they just crave sweets because their body is telling them to.

Yes and it's important to check blood sugar levels to be sure they aren't too high or too low.
