Once you have ruled out infection, change his food. The best out there is from a company called Natura Pet Products.
Their website: naturapet.com
Go and read everything you need to know about dog nutrition.
I have an allergic dog and can't say enough about California Natural Lamb and Rice Formula. Also, try California Natural Skin and Coat Supplement. It works wonders.
Food from Petsmart, Petco, and the grocery store is all but poison to dogs. Read a book called "Foods Pets Die For" by Ann N. Martin. You will be shocked and amazed at the DISGUSTING things it is perfectly legal to feed our beloved pets.
Good luck

Take him to the vet to have his nails clipped & to get an anti-fungal medication. It also could be some type of mites, or that the pads on his feet are cracked and painful.

Westies love to lick their feet. This makes it easy for them
to pick up fungus infection on their feet. I had read this
before and am now dealing with it. I put medication and baby
socks on his feet. He takes the socks off and licks his feet!
It is driving me crazy!!!!

You know, it could just be a habit. My lab mix always knawed on her front paws for no reason. And my border collies knaw on their hind legs. It could just be boredom.

My dog used to do that. He was allergic to grass. We have to clean his paws after he goes outside.

Check to see if he's hurt or has an infection. Sometimes they might chew on their nails.

I have one too and I was warned that Westies are notorious for having skin allergies....you may want to discuss it with your vet.
