Does it agree with the whole counsel of God's Word as found in the Scriptures?

Does it lead you to glorify God or does it lead you to glorify yourself and the desires of your flesh?

If it agrees with and glorifies God, then it's probably Him.

The more in depth spiritually you are then the more keen your sense to His voice you will be. Beware of what you hear though as for Satan can appear as an angel of light, when in actuality he is a roaring lion seeking whom he may devour. Ever had a gut instinct to say or do something, and come to find that was the right thing to do?? Ever forgotten something, only to have a sudden remembrance of what it was?? All of these instances are the Holy Spirit connecting to you. My suggestion to you is to pray and ask the Lord to strengthen your connection with Him, and to allow you to know when it is He who is talking. Alot of times, you will know. It will be as a thought in your mind, or you may hear His voice as if someone were literally talking to you.

He will tell you something important. You will know.
If you don't know that God or Jesus is talking to you. Most likely it is not Him. Be careful.
Read God's word. Every time God talk to his prophets it was with a purpose. God directed them to do something. God is not going to talk to you just to say hi.

You probably aren't. It is very common for "thoughts" to unexpectably come to people. These are just thoughts, not the "voice" of someone else, much less God.

If you consider these random thoughts to be something special, you are in danger of becoming delusional.

You don't hear God's voice, neither can you hear his PROPHET'S voice, Jesus.

Reading the scripture is best, studying it, thinking on it. It can and will speak to you as It is living and a sharp discerner of thoughts and intentions of the heart...not only your own, but of people and things around you as well as far away.

Joh 15:26 But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me:

1Co 12:3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
1Co 12:4 Now there are diversities of gifts, but the same Spirit.
1Co 12:5 And there are differences of administrations, but the same Lord.
1Co 12:6 And there are diversities of operations, but it is the same God which worketh all in all.
1Co 12:7 But the manifestation of the Spirit is given to every man to profit withal.
1Co 12:8 For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit;
1Co 12:9 To another faith by the same Spirit; to another the gifts of healing by the same Spirit;
1Co 12:10 To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues:
1Co 12:11 But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will.
1Co 12:12 For as the body is one, and hath many members, and all the members of that one body, being many, are one body: so also is Christ.

If He is speaking to your heart there will be clear instruction. If you need more reassurance the message is from HIm, then you can tell Him that. He already will know your thoughts and will delight in you.
