So they know he is out there and have him on record as a violent individual with potential for harm? Can they keep on eye on him if he hasn't done anything yet?

Go to the police station and file a report. That will put him on their records. Although he probably needs to have done something to you or someone you know in order for them to accept it. But threats count as "doing something" so you can say he verbally threatened you or someone you know and you are afraid that his actions will go farther and you want to just make the report so the cops will know if anything does happen. Talk to them and they'll help you go about it the right way.

Contact you local Police and file an information report and make a statement of fact.

they'll probably tell you they can't arrest him or anything until he actually does something, but you may be able to request a "welfare check" to get them out there. additionally, you and your neighbors will have to keep an eye on him to make sure he doesn't make good on any of those threats.

They can keep an eye on him in moderation. They can drive by his home and such, but unless they catch him in the act, there is nothing they can really do unless he actually does something.

you can file a complaint but if the person has not done anything there is not much the law can do

Let the police know. If they feel it is a legit problem they will handle it.
