First try right clicking the program icon and select properties. Then click on combatability tab. Check the "Run this program in combatability mode for" and select Windows 98. This may help.
If you want to run Windows 98 as a virtual machine, VMWare Workstation may be a good one. However it is slightly pricey. Microsoft has the VirtualPC and that also seems to be costly.

You would have to load the other software over xp. You wouldn't have xp on your pc anymore. Unless you have a separate hard drive then you may be able to.

You can use the program compatabillity wizard. Right click the program icon and select properties. Go the to compatability tab and select run as "whatever you need it to run as" and press okay. It should run just fine. If it doesn't, then you can go back and tweak it until it works.
