My theory is that it is an English language thing. "Pirate-speak" sort of replicates or at least mimics the way English used to be spoken. Modern English, once learned from babyhood, will still have the language structures embedded in the brain circuits and they resonate when hearing or saying things the old way, even if one has never really been taught to speak older English.
I don't think people who have learned English as a second language find pirate talk amusing and there will be some people who find it irritating. For me, a phrase of it now and then, where it seems apropo, is fine, but yakking alot in pirate talk is annoying.
I might also add, that there are people who seem besmitten with Early Modern English, with its thee's and thou's and saith's and goeth's and comest's....but they don't handle these old case forms and tense endings well.
