Washington DC is not in virginia, it's in the District of Columbia. As far as what will they kick you off base for? Read the rules of expected conduct they give you when you get there, those rules are what dictates your ability to remain on base as a resident.

Jeezes, are you trying to find out how much you can get away with.
You have to be civil. Mow your lawn, don't speed don't blast your music, no drugs, etc. Nothing more than is required to live in any decent neighborhood off base.
