I've never heard that someone couldn't get gum off of someone's face, but problems getting it out of their hair, I have. Try either peanut butter or mayonaise, that's what works in someone's hair and should work great on skin, too.

spread peanut butter on it or butter and let it soak in for a little while. if that doesn't get it off, then you want to try to soften it, not harden it, i would take hot water, not too hot, and put it on his face using a towel or rag that you dont mind getting gum on. you can google more ideas if these dont work

Any type of edible oil (vegetable cooking oil or olive oil) or even peanut butter should remove this. Then you have to wash off the oil.
Don't use any type of oil that cannot be eaten. It's suprising how kids can manage to eat everything!
If it is also on clothes, freezing them helps without using oil that may stain the fabric.
Good luck!

Have him do some exercise, enough to sweat. The moisture from the sweat should loosen the gum from his skin.
