It is right to tell someone that you are in-love with them, when you are sure the relationship is a good and lasting one.
The lasting part is known (usually after about 2 months) after the hot'n'wild feeling tone down a bit and you can think more clearly about the person.
Do you have with that person TRUST? RESPECT? Best-FRIENDSHIP, in addition to the attraction LUST?
You need all that to be sure you're in love.
Once you are certain, anytime is a good time to tell them. Then give them time to digest all that, and see if your love is returned.
