Depends on the age of the child. It is quite normal for young children to touch themselves in a "sexual" manner. The bottom line is that it feels good and is a perfectly normal behavior. Just let them know that some things are meant for private consumption and leave it alone.

I think if a kid touches himself or herself they are starting to notice a pleasing sensation in their body that they didnt notice before. It may be time for the education about sex talk if you notice them touching himself/herself too often.

no sometimes they do it because it is a new feeling & honestly it feels good, now if the kid is very old then u may need to reconsider. my 8 mth old g-son just found his mr. winky and cant keep his hands off it now! it is something new to them & different new feelings
