There's is nothing wrong with it. I just always make sure that I give the gift to someone who has no connection to the original giver.

If I got a present from someone who wasn't important to me. For example if there was a think at work where everyone baought a present for someone else and I had gotten something I didn't like or couldn't use (I have sensitiv skin so am always getting bubble bath etc that I can't use) then I might use it as a present in another similar situation. I'd never recycle a gift to the same group of people or use presents from important people such as my mum or sister. That would feel wrong to me.

Nothing wrong with regifting as long as it's in working order.

I've done it. I got this hideous (for our taste) picture frame once and I knew that my Sister-in-Law would love it. So I gave it to her for Christmas and she adored it.

I personally do NOT believe that it is wrong to regift. Once a gift is given to you, you are free to do with it as you please. There is nothing on the gift card that says that it must be used for my own exclusive use.
