Don't you have to be anywhere? :) If you don't need to be at work or school, make a commitment and volunteer somewhere that will force you to be somewhere at a certain time. I love to sleep in, and my big indulgence, treat, special thing is reading magazines, or watching my DVR'd shows (ultimate couch potato) but on days when I don't work, I won't allow myself to do those things unless I get up at a reasonable time and accomplish X amount of things. Then I reward myself with my Vanity Fair, or People Magazine or "Rescue Me", "Boston Legal" etc. But my next question is: are you really lazy or are you really tired? Because I think a lot of times people NEED their sleep, but don't take it because they think it appears lazy. I need 8 hours a night, and I never get it, so when I have a day off I have to make up for 5 days of 6 hour sleep.

Once you are awake get up and get moving. That is, be sure to get in some exercise everyday. Also eat a balanced diet and, finally, go to sleep at a reasonable hour and try to go to sleep at the same time each night and get up at the same time each morning, eventually your body will get in the habit of sleeping and waking at times that are better for you. That is assuming there is not a medical problem.

Give yourself some motivation, such as a place to walk to that you enjoy or a reward for yourself if you exercise. I found this worked for me
