There was a strong wind and the neighbor's tree fell down to my car and part of my home. I called 911, and the operator refused to send me a police by saying that it was not a criminal and it was an act of God (mother nature).
I said it was an accident and I need a police to make a police report. They still refused it and they said to call my own insurance.
I called my insurance and my insurance told me to get a police report.
I called again the second time and the 911 still refused to send me a police.
I called third and fourth time and still got the same answer. I was mad and I told them that I was going to file a complaint against 911 in my area. I think they discriminated me because my English has accent. I was not born in the US, so I have some accent.
I believe this is a discrimination because my coworker's friend who is American born called 911 for the same thing (tree fell down to her car), and the police and fire truck came right away for her. What can I do?

I bet you are and if you are not, you are the dummy one.
Accident is not a criminal too, but they have to come. Now, the tree fell down and luckily nobody was hurt, so it was an accident too. What's the difference?
My insurance told me to get a police report, they were surprised that the 911 refused to send a police.

The 911 number is for emergencies only. You should not be wasting their time with calls like this. Of course they can't send a cop out, it's not an emergency!

Try calling the police at their regular phone number. They will either take the report over the phone or send an officer to your location.

To all you people saying its not a emergency. That tree falling on the car could start a FIRE and the last time I checked thats a emergency and if that still dosnt qualify why couldnt they transfer her call to the right place? Heres what you do call the insurance company and tell them whats going on so that they can still send a agent out to you since the government is being as*holes as normal then go see a lawyer and see if there are any legal repercussions you can take out on the 911 service but before you say anything about it wait a couple of days and have someone with a american accent (make sure they are white and sound like it) call and explain the same situation. Video tape the person on the phone with the operator(use speaker phone if you have it) and video tape when the cops or firedepartment pulls up(dont take the camera out side just sit it in the window while its open so they can hear the conversation). and take the tape to court incase they try to say they told the other person the same thing they told you.

You are right that a police report will not be done for something that falls under home owners insurance. A tree falling on a car and part of a home is not an emergency services issue unless there is some sort of personal injury involved or threat there of or if the incident is creating a hazzard which could cause injury (like the tree falling on your car in the street blocking traffic). Your homeowners insurance does not require a police report for non-criminal acts and especially acts of nature. More than likely your homeowners does not wish to pay for the damages. Contact them again. Different police departments have different guidelines to follow. If time permitted a police officer could have showed up to tell you that a police report wasn't needed. Without knowing the conversation between you and the dispatcher, the jurisdicition you live in, or the details you may or may not have a legitimate gripe.

Of course you first assume that they are racial profiling or discriminating against you and not assisting you because of your accent, how arrogant! People like you call us all the time for answers and assistance, and you would think that you would believe what we tell you, after all, WE are the ones who have gone through the extensive training, not you, however, whenever we provide you with the answers for your questions, people like you always question our answers. Police do not take reports for "Act's of God." Unless there was a fire caused by the act, and the police went upon request to assist the fire dept, but what is there to investigate? Should we put God down as a possible suspect on our report? Additionally, you stated that the tree fell on your house also, so it's reasonable to believe that the car was in your driveway and on private property? Was your friends car on the side of the road? Was it and the tree a possible road obstruction and posed possible further damage injury to others? Consider all of the possibilities next time before coming to some sort of racial conclusion! This whole "Racial Profiling" issue is a load of crap!

Wow, I don't know anyone who had a tree fall on their car, and you know two! Crazy. Anyway, it is possible that they discriminated against you, but it would be very hard to prove. If they said something in regards to your skin color or heritage, then you may be able to prove it - remember 911 calls are recorded.
I would call my insurance company and tell them that I called the police and they will not send an officer. Ask your insurance company to contact the police and handle it for you.

And move somewhere with trees that are more sturdy.

You should have asked for a supervisor, but lets go from here. Call the police department and ask to speak to the supervisor of the 911 call center. Unfortunately, that is really all you can do unless you want to get a lawyer and go after them.

Is there a number for non-emergent police calls? We have one in our local phone book. If you really think you're being discriminated, make a complaint. But also remember it's the weekend and maybe they're just too busy to check on it right now.

Have a different neighbor call and say they just saw the tree fall on a car across the street or next door or whatever and maybe they will come

because it's a civil issue between you & your neighbor there was no criminal intent & sorry but your insurance company doesn't dictate what the police dept. should or should not do. the fire dept should have been sent to inspect the damage on the house to make sure it was safe for you & your family to remain.

It wasn't a criminal act. I beleive this is the secound question regarding this incident. Why don't you wise up and quit wasting time. Call your insurance company dummy.
