Audacity would be the cheapest. It is open Source so its free and well supported. The interface is however a bit difficult to work with.

Nero 6 Reloaded has audio editing Software built in too. If you have nero burning rom 6 you may however need to download an update to use it

For basic and some no so advanced editing i reccommend Adobe Audition 1.5 (formely Cool Edit Pro), it is however not freeware but you can get a trial from adobe (i think). it has more feaurtes than Audacity and has a better interface as well as a more user friendly editor.
