If you have xp home edition it is not possible. But if you have xp professional do the following.
Insert your xp cd in your drive. Then go to:
Start > Control Panel > Add or Remove Programs > Add or Remove Windows > check or Tick Internet Information Servives (IIS) then click next. Follow the instructions

Got Start>Settings>Control Panel>Add/Remove Programs then choose Add/Remove Windows Components and check the box next to Internet Information Service (IIS)
This assumes you are using Windows XP Professional

You can do that but you may need the XP CD.
To install IIS:
1. Click Start, click Control Panel, and click Add or Remove Programs.
2. Click Add/Remove Windows Components. The Windows Components Wizard appears.
3. Follow the on-screen instructions to install, remove, or add components to IIS.
