Rome would definitely be at the top of my list and those who love art, flock to Florence (Firenze). Italy has so much to offer the traveler, from mountains to seasides, small towns and villages to big cities. It's your choice.
Don't try to pack too much into one trip. Stay long enough to 'experience' each place rather than just checking it off your list.

Verona is a great base, because not only is it a stunningly beautiful city, but it's also a good central point for visiting the lakes (Garda is 45 mins, if that) and other cities like Venice ( 1hr +).
