if you have a camcorder, videotape at least the noise, and if u get lucky without any suspicion from the party goers, video tape them doing "stupid" stuff. you can approach the city mayor, if not make copies of the video and send it to a Police Department and complain as anonymous or "concerned neighbor". make sure you dont "pause" and "record". record it as soon as it starts and when it ends. it is one night of sacrifice if you're up to it. or like always, order 50 pizza's in that address, trust me, you'll feel better.

If calling the cops doesn't appeal to you, you could always leave a friendly note, or even better, actually knock on their door and talk to them. Explain your situation- that the noise is effecting your sleep. Ask if there's anyway they can keep the noise down. You could also ask for their phone number, that way if the noise gets out of hand, you could give them a friendly phone call as opposed to getting the police involved.

You probably are not the only ones in the 'hood who feel this way. Start talking to neighbors, get together and seek legal action. Sue the apartment manager and owner, the owner your house if it isn't you. Call the cops if they are violating the law, they don't have to know it was you who called, tell the cops to keep it confidential. Of course if you file suit, no more confidentiality.
Or move.

You need to contact the police because this situation is not going to resolve itself. If there are other people in your neighborhood who feel the same way you do, get together with them and everyone file complaints with the police. There is a curfew in effect in every city that includes noise abatement. The police must enforce the law.

If all else fails, sell your house and move.

I've been in the same situation. If you complain then they will make you even more miserable. If you call the cops it won't do any good either because they will want revenge. Sorry to say this but you have to move. You can't win in this kind of situation because people hate you when you complain. Believe me, it's the only solution.

Oh just call the cops, whats gonna happen!? They'll have to keep it down and they'll have no way of knowing you called. Why be scared to call the cops? There has to be some sort of noise ordinance in your neighborhood.

Get a fan for your bedroom. A box fan should do nicely. Turn it on. The small amount of noise it makes will drown out most anything, and the noise it makes you will be used to quite rapidly.

Most cities have a noise ordinance, that the police will enforce. You can call them without the party goers ever knowing who called. I
