if soap and a sealed bottle of water is put in the trunk for over a week with the heat, can it become a mixture?

Yes that is why soap scum can build up on the ceiling of the bathroom, soap is made to bond with water if the bottle was not very tight and the soap got heated past 120 degrees F some leeching may occur.

It depends on the soap. It may erode the seal on the bottle of water breaking it so it would then be able to mix, but not very likely. Most soap is pretty thick so if the bottle doesn't leak any water there shouldn't be anyway soap gets in side.
